Qualified Person System Design
Personal Protective Equipment

The use of personal protective equipment, such as fall restraint and fall arrest systems, is less desirable than hazard elimination or the use of engineering controls. This approach has the lowest position in the Hierarchy of Fall Hazard Controls because, the hazard has not been removed, nor has the employee been removed from the hazard.

PPE fall protection

This method always requires the user to erect assemblages, complete attachments, or perform other actions each time the PPE is used. PPE control methods are active in nature and are the most easily defeated of all control methods.

Personal fall arrest systems should only be used in conjunction with preplanned use and rescue procedures.
